Korean immigrants from New Zealand resolved local Apostille with online (non-face-to-face) service

KICPC has One-stop Service for Overseas Documents

On the 25th of last month, New Zealand issued an unprecedented national containment decree to keep the nation at home for four weeks to prevent the spread of corona virus. All business, school, and religious activities, except for essential industries, were closed.  Prior to this, on the 19th March, there was also a ban on entry for all foreigners.

On the 7th March, the South Korean government flew a temporary flight for New Zealand-bound citizens, and 270 people were on their way home.  The number of residents who applied for returning home was about 2,000, mostly foreign students and working holiday participants, and it was reported that there were not many residents are included. The introduction of the second interim aircraft is due on the 10th, and the third is said to be in coordination with the New Zealand government.

Returning international students, working holiday participants, and citizens have difficulties in self-isolation for two weeks according to the immigration process. And also it is expected that there will be significant disruptions to the documents preparing necessary for living in Korea in the future.  First of all, a number of complaints are required, such as issuing overseas Korean visas (F4 visas) for long-term stays needs a New Zealand local criminal history certificate. As well as in case like, exchanging overseas driver's licenses and geting certification for local diplomas and transcripts for employment...etc. Overseas local Apostille legalization from New Zealand is must required for above cases.

Mr.Lee who is overseas resident and returned Korea, said "I am concerned about the self quarantine of two weeks, but I am more concerned about issuing New Zealand's local criminal history certificate and Apostille for F4 visa application. I know New Zealand's local criminal history certificate and Apostille are only possible to get in New Zealand local place. But now immigration regulations are strengthened in both country, so I can’t come and go both countries. I'm not sure how to prepare the documents now.”

International student Mr.jang is in the same situation. He said, “I was told to get a New Zealand Apostille certification for a New Zealand  driver's license while trying to find out how to replace Korean driver's license with a New Zealand driver's license.”

Apostille is a certification that recognizes documents issued by local countries so that they can be used directly without the additional confirmation of the embassy of the country. Currently, Apostille convention joined country is more than 120, including the United States, Canada, the United Kingdom, New Zealand, and Japan.
