4. When using outside of the Philippines? 
If you are going to use this NBI clearance outside of the Philippines, you need to take one more distressful step, getting an Apostille certification. However, an Apostille for a NBI clearance in Philippines can only be issued in the Philippines. Plus, if you are foreigner, you can only issue the NBI clearance in the office in Manila.
